The township civil servants are the knowers and executors of the national policy,their working attitude,methods and ability directly affect the efficiency and quality of the government.However,the current incentive policies do not take into account the actual situation of various regions and townships,some are too one-size-fits-all,and even play a negative incentive role in some situations,resulting in some civil servants being lazy and inactive.Therefore,this article from the perspective of human resources themselves,the existing incentive system and the reality of the situation of civil servants combined to enhance the effectiveness and efficiency of incentive mechanisms,from the town of stone well is the effect of the incentive mechanism,to investigate and explore effective and efficient incentive township civil servants mental state,their ability to enhance work efficiency,improve work style.In the aspect of incentive research,because of the early start of industrial development in western countries,there have been some relatively mature research results in this area,such as Maslow’s demand theory used in this paper,while the domestic research is later,but on the basis of the western theoretical results,there have been many achievements;This Article mainly uses the literature analytic method and the questionnaire survey method to carry on the research,take the actual interview data as the foundation.According to the incentive situation and the corresponding incentive theory of Ishii,questionnaire is designed to investigate the incentive effect and the existing problems of incentive mechanism in Ishii town,according to the survey data,the overall evaluation of incentive system and the problems in the operation of incentive mechanism by civil servants in Ishii town are analyzed,and the reasons for the problems are analyzed.And in view of the analysis of the reasons put forward to improve the incentive mechanism in Shijing town of specific measures,the final paper summarizes the main research conclusions and results.Through the investigation of the incentive mechanism of civil servants in Shijing Town,we can see that the civil servants in Shijing Town are satisfied with the existing incentive mechanism as a whole,but there are many problems in personnel mobility,work allocation,education and training,assessment management,and identity.Therefore,we need to increase revenue and reduce expenditure on personnel entry and exit,distribute work according to the essence of work,pay attention to the replacement of old and old in training,implement data linkage in assessment,ensure fairness and justice,and finally pay attention to identity and sense of belonging in personnel training.In order to improve the management efficiency and enthusiasm of civil servants,and provide better basic services for the masses.The purpose of this paper is to study the typical case of Shijing Town,and implement incentive mechanism on the original model of township civil servants.Improve and optimize,provide reference experience for the later research,so that more township civil servants actively participate in the work with more enthusiasm.
