Our countryalso will be the construction of the "service-oriented government" as theaim of our government system reform and the construction of"service-oriented government" civil servants to improve their publicservice ability, in the new situation, new policies and government underthe leadership of how to better fulfill the functions of the government,with practical action to hand in a satisfactory answer to the people, is thekey problem discussed in this paper.In fact, many areas of civil servants in our country there exist someproblems in the public service ability are of this phenomenon isespecially obvious in remote areas. Lhasa locates in the southwest, is thecapital of the Tibet autonomous region, important geographical location,many nationalities, religious culture, and in the forefront of nationalstruggle against separatist. In such a special environment, the local civilservant’s public service ability of high and low is directly related to"service-oriented government" to build a harmonious happy therealization of the "China dream". Since there is a problem, we shouldthink of some way to solve, which requires the Lhasa city governments at all levels must overcome difficult, this paper mainly through the study ofLhasa city some problems of the civil servant’s public service ability,aims to explore some solutions and measures to better establish clean andefficient civil servants Lhasa image, improve the public service ability, itis not only the objective need to deepen the reform of the administrativesystem, and promote economic comprehensive development in Lhasa andin Tibet, the important measure of social harmony and stability.Based on the "new public service campaign" study abroad, on thebasis of the theory and experience in combination with actual domesticand Lhasa, on the basis of study the subject. This article is divided intofive chapters altogether: the first chapter is introduction, mainlyintroduced the article research background, purpose, significance andresearch ideas and methods and the innovation of the article and theinsufficiency; The second chapter mainly discusses the service-orientedgovernment, civil servants, public service ability of defining the relevantconcepts, and expounds the related theory of this paper use andinterpretation; The third chapter mainly USES the method of empiricalanalysis of the status quo of civil servant’s public service capacity inLhasa city is analyzed, mainly including several kinds of ability, and thensome problems on has carried on the induction summary on the basis ofinterviews, mainly includes: concept, culture skills, personnel trainingand performance evaluation four aspects, and has established the "ICTA model"; Listed in the fourth chapter mainly by using the analytichierarchy process (AHP) to the problem is divided into three index, andcomparative analysis, through the design related questionnaire, statisticsof the relevant data, through the formula calculation, the quantitativeanalysis of the obtained conclusion distinguish problem of primary andsecondary and priorities, and carries on the sorting, provide reference forthe government to solve these problems; The fifth chapter mainly on thebasis of rational analysis question, proposed targeted can promote theLhasa city civil servant’s public service ability, a series of Suggestionsand measures, mainly including: change of ideas, enhance lawconsciousness and the service concept; Strengthening cultural skills,change the way of service; In view of the actual demand, enhance thetraining effect; Improve the performance evaluation mechanism, etc.
