The withdrawal mechanism of civil servants refers to a series of relevant systems,policies and regulations that stipulate the withdrawal,resignation,resignation and retirement of state public officials from the national civil service system.The establishment of a more complete civil service withdrawal mechanism can maximize the incentive effect in the process of civil servants' withdrawal,and then improve the efficiency of the administrative units or departments and speed up the metabolic rate of the civil service.As a necessary link in the management process of civil servants,the civil service exit mechanism is an important part of the national civil service system.With the deepening of the deepening of the personnel system,mechanism and the process of reform in China,the exit mechanism of civil servants is becoming more and more obvious and imperfections.The obstruction of civil servants' exit channels and the ineffective operation of the mechanism have deeply affected the management activities of our civil servants and run through them all the time.Therefore,the continuous improvement and optimization of the withdrawal mechanism of civil servants is the key to deepen the reform of China's administrative system and the civil service system.In this paper,the problems existing in the exit mechanism of Lhasa civil servants are the main research object.The present situation of the exit mechanism of civil servants in Lhasa is systematically combed and analyzed,and the problems and reasons for the exit mechanism of civil servants in Lhasa are found out,and the countermeasures to solve the problems are put forward and the related prospects are made.There are five chapters in this paper.In the first chapter,the introduction,through two sections,mainly introduces the research background,purpose,significance,research content,method and technical roadmap,as well as the domestic and foreign civil service exit mechanism related research literature.The second chapter is divided into two parts to define the relevant concepts,and systematically introduces the theoretical basis of this study.The third chapter,from the four parts and fifteen sections,systematically introduces and analyzes the exit mechanism and the present situation of Lhasa civil servants.The fourth chapter,from the two parts and ten sections,systematically expounds and analyzes the problems of the exit mechanism of Lhasa civil servants and the reasons for their problems.The fifth chapter,from two aspects of this article on the existing problems of Lhasa civil service exit mechanism proposed related countermeasures and suggestions,and the future exit mechanism for Lhasa civil servants to make a prospect.The conclusion of the thesis is mainly about the summary of the main points of this article and the possible research directions in the future.Finally,I hope that through the study of this article,we can realize the good flow of civil servants in Lhasa in the future,keep the "export" smooth,further improve and revitalize the withdrawal mechanism of civil servants,promote the metabolism of the civil service,enhance the administrative efficiency of the government,deepen the content of the reform of the civil service system,and accelerate the implementation of the service administration.Contribute to the building of the government and so on.
