Social Impact Assessment On Policy Of Public Utility

With the scale of public utilities in China, how to give full play to thegood social benefit and economic benefit, utility to achieve its role in thesocial harmony and sustainable development is one of the importantproblem facing public utilities. The current discussion of surroundingutilities focus is how to more regulation, private system reform, the pricehearing system and so on, these involve social response to its evaluation,social impact assessment applied to utility policy research began in the1980s, but more for the public utilities project or a single policy, lack ofsystematic analysis and normative research to establish public utilitiespolicies of social impact assessment system and method.To this, this paper through the literature review, and to establish thelogical mapping to study the utility policy connotation and thecharacteristics of social impact evaluation, it is concluded that utilitiespolicy social influence to social justice, public welfare, the uniqueness ofthe dynamic, comprehensive, follow the principle of feasibility, and toestablish the utility of guiding policies of social impact assessment indexsystem and evaluation method.Utilities in research on social impact evaluation index system andevaluation method, this paper determines the utility policy first socialimpact evaluation index system design principles and the basic process method. Through literature analysis, inductive analysis of the existingutilities policies of social impact evaluation system to build the generalmethod, the proposed system is balanced and fit the connotation andpurpose of utility on social impact evaluation of social public utilitiespolicy influence social impact evaluation system can be from a policyanalysis, policy and mutual eligibility in region analysis and the analysisof the social risk rule of three layer building, under the rule of three layercovering different levels of different stage of design index layer. Thenpolicy through the analysis of the utility of different levels at differentstages of the characteristics of impact assessment is put forward themethods of choice, finally through the selection of indicators path graphimplementation index selection clarity.Next in this article, through comparative study, it is concluded that thepolicy apply to public utilities social impact assessment method, theprocess of "focus on second-hand information gathering and socialinvestigation" of data collection and processing method, analysissummarized the common social utilities policy affect the characteristics,advantages and disadvantages, and the practicability of the evaluationmethod. This paper argues that due to the fuzzy hierarchy comprehensiveanalysis method is easy to combine quantitative index and qualitative index,and the consistency check easily through, in this paper, it is recommendedto use the fuzzy hierarchy comprehensive analysis utility policy analysis of the social impact evaluation.In this case study cases should be typical and representative, under thepremise of data integrity and accuracy. This article chose the Tibet Lhasaheating engineering utility policy response in the people’s livelihood,designed the social impact evaluation index system, Lhasa heatingengineering as evaluation method, using the fuzzy hierarchycomprehensive analysis was carried out on the index system of weights andheating engineering in Lhasa social impact evaluation better evaluationresults, case compared to the reality have higher inosculation, illustrate theutility of the design policy of social impact assessment index system ofconstruction and selection method and evaluation method is feasible.
