Public Policy Research On The Development Of Rural Tourism In Lhasa

tourism policies has made rural areas a key concern area for local governments.The development of rural tourism is in line with the current development trend.Rural tourism has the advantages of short travel time and low cost,and is the first choice for urban residents to take a leisure vacation.The public policy of rural tourism is to promote the development of tourism industry in rural areas.The government department has formulated a series of laws,regulations,rules,regulations,regulations and measures.The introduction of public policies can correctly guide the development direction of rural tourism.The government can effectively intervene in the development of rural tourism,carry out macroeconomic regulation and control,and promote the sustainable development of rural tourism.Rural tourism is an important way to promote economic growth in rural areas,increase farmers’ income,increase residents’ employment,and achieve rural revitalization.The sustainable,effective and rapid development of rural tourism requires the support of relevant public policies,so it is necessary to study the public policy of rural tourism development.This paper starts with the public policy of rural tourism development in Lhasa,and takes the case of the landed township as a case.The relevant policies and actual operation are combined and analyzed.The main research contents and ideas are as follows:Firstly,the background and significance of rural tourism development are discussed.It is found that the development of rural tourism can effectively promote local economic growth.The introduction of government public policies has an important impact on the development of rural tourism.By analyzing the research status of rural tourism development and rural tourism development public policy at home and abroad,it is found that there are several problems in the study of rural tourism public policy: First,there are few policy documents on the development of rural tourism,lack of corresponding public policy support.Second,scholars have limited research on public policies for rural tourism development,and there are few relevant research materials.Third,public policy research on rural tourism development has both theoretical and practical significance,and it is necessary to conduct research on it.Secondly,on the basis of analyzing the domestic and foreign scholars’ research results on rural tourism development public policy,this paper summarizes and defines rural tourism,public policy,rural tourism policy and public policy theory,and government function theory.On the basis of field visits and interviews,collect relevant data and data,and summarize the general situation of rural tourism development and the implementation of policies in Lhasa Township.Using questionnaires and interviews to analyze the current situation of public policy in the local operation,it is found that the rural tourism public policy has inadequate rural tourism special policies,tourism practitioners do not understand the policy deeply,the rural tourism policy objectives are not fully realized,and the rural tourism public policy The problems are not obvious,etc.;based on the existing problems,the main reasons for the problems are that the rural tourism policy formulation is not targeted,the government’s public policy on rural tourism is not in place,and the training policy,fiscal and taxation,and financial policy support for training tourism talents are lacking.Insufficient intensity and untimely feedback on rural tourism public policy;based on existing problems and reasons,drawing on the successful experience of rural tourism public policy at home and abroad,using relevant theories,it is proposed to scientifically formulate rural tourism planning and increase the publicity policy of rural tourism public policy.We will improve tourism talent training policies,expand fiscal and taxation financial policy support,enhance policy implementation and supervision,and improve rural tourism public policy feedback systems.Finally,this paper believes that the formulation of public policies by the state and the localities should be formulated according to the actual situation in each place.In order to formulate an effective policy plan,the government must proceed from the actual situation in the local area,pay attention to the development of rural tourism,and timely adjust and update the public policy according to the different needs of local rural tourism development.
