The procurator management system is an important part of the system of publicprocuration. It is significant to ensure procurators to independently and efficiently exerciseprocuratorial authorities according to law, exert procurators’ function abundantly andnormalize procurators’ law enforcement. However, the group management measureapplied by our nation’s procuratorial organs is basically based on cadres managementmode which cannot give prominence to the procurators’ professionization. It has cumberedthe efficient exploitation of the procuratorial organs’ human resources and restricted theprocuratorial function’s full exertion. To reform the incompatible management system andbuild up a team of procurators who can be firm in politics, be professionally competent, bein fine style of work and can enforce law impartially, we should give a deep research intoprocurator management system to ensure procuratorial organs exercise the functioneffectively. This thesis, applying theoretic discussion method and empirical analysismethod, will briefly introduce the history origin of china procurator management systemand its currently developing situation, then illuminates the foreign and relevant areas’basic contents and valuable experience of their procurator management systems.Furthermore, the paper focuses on analyzing the shortage of China’s in operationprocurator management system from the view of the procuratorial organ of Jingzhou city.And then following the regular pattern of the procuratorial work, it researches andinvestigates how to perfect the procurators’ recruitment and selection mechanism, securitymechanism, supervision mechanism and reward and penalty mechanism on the basis ofthe objective reality of china’s political system, to build up a relatively independentprocurator management system under a more legitimate administrative managementmode.This thesis is made up of four chapters apart from introduction and conclusion. Thefirst chapter is overview of procurator management. In this chapter, the origin ofprosecution system and the historical evolution of prosecution management system inChina are briefly introduced. The second part is substance and valuable experience ofprosecution management system outside China. It includes election and appointment systems, job security systems, evaluation and disciplining systems and training systemsoverseas. The third chapter is about the current situation and disadvantages of prosecutionmanagement system in China. Staff members’ qualities get lower, position managementgets wider, administrative means is more and more used in exercising function, jobsecurity is generalizing, job training is formalizing, Supervising and disciplining arebecoming nominal, these are some of the serious problems of prosecution managementsystem in China. The last chapter is some ideas of how to reform and completeprosecution management system in China. Based on reflecting deeply on problems ofcurrent system, some tentative ideas are put forward, including improving the leadershipstructures of prosecution organs, setting up a scientific election and appointment system,implementing classifying management pattern, optimizing prosecution security,strengthening job training and carrying out supervising and disciplining methods and soon.
