The performance appraisal system towards procurator has long been applied mechanically by that of civil services. Hence, for the sake of its ambiguous disposition, over-general contents, neglect of judicial traits and lack of guarantee, etc, most of the procurator-oriented performance appraisal systems have simply flown into format or died on the vine, which would largely deteriorate the quality and efficiency of case-handling and bring on more misjudged case, let alone arriving at expected goals of the appraisal. Under this situation, it is vital to establish a sound performance evaluation system for procurators in China under the view of scientific development, which poses as a complement to the job evaluation system of civil officials. Meanwhile, it is an existing urgent problem to be solved in Chinese procuratorial agencies.The article consists of six chapters.The introduction part introduces the research, summary of previous works and purpose of this article. The following chapter analyzes the performance system towards procurators theoretically, defines the scopes, characteristics and functions of procuratorial performance appraisal system and puts forward their grounds of arguments by integrating the advanced theories of human resource management from UK, Germany and Japan, etc. In the third chapter, the author highlights the necessity of improvement in performance system for procurators by considering the current situation and analyzing the existing problems and their reasons. In the forth chapter, a professional system to evaluate procurators' jobs are established, which includes position analysis, performance appraisal indicators system and extension management, etc. The fifth chapter illustrates the established performance appraisal system by information of D city, figures out the results and gives out a conclusion at last.The paper highlights its creative points on two aspects:One is further analyzing the traits and principles of performance appraisal system towards procurators; the other is the establishment of a systematic and professional evaluation system by objective and level analytical methods, which has been applied by D city.The paper aims to set up a scientific and feasible performance appraisal system towards procurators, in order to motivate their productivity and efficiency and contribute to the betterment of this profession.
