Establishing A Permanent Mechanism Of College-student Volunteer Program

The college-student volunteerism program in our country started in1990s. Due to the profundcultural heritage and the great demand of the society, the volunteerism program has been makingevery progress from scratch during the past decades, futhermore, it also plays an important role inChina’s reforming and opening also in the civilization progress of China. However, college-studentvulunteerism program is still at its starting stage, and has inevitably encountered some problems,which need analyzing and solving seriously and carefully. Thus, college-student vulunteerismprogram can develop in a healthy and orderly way.This paper takes the theory of government failure, the theory of contract failure, motivationstheory, and Marxist Theory of All-round Development for Human Being as guidances, andborrows idea from the pratice of college-student volunteerism program in developed countries.This paper tries to elucidate the establishment of permanent mechanism of college-studentvolunteer program through the case analysis of the college-student volunteerism program inJiaxing College.On the basis of hands-on practice and a great deal of research and analysis, the writer of thispaper carried out an over-all exposition of college-student volunteer program in Jiaxing College.On the one hand, ollege-student volunteer program in Jiaxing College has achieved positive resultsin planning, organizing, training, system setting, and performance evaluation. On the other hand, itis also facing a lot of problems, such as, lack of consciousness of taking part in the program, toomuch administrative intervention, short of stability of the team setup, and inadequate insystematicness of volunteering service. These factors restrain the development of the program.These problems are mainly because of the defects in strategic positioning, organization leadership,operational system, value guidance and behavior motivation. Aiming at the above problems, thewriter of this paper puts forward the establishment of a permanent mechanism of college-studentvolunteer program from six different aspects, that is, to establish and perfect strategy-orientedsystem, operational system, member-training system, motivational system, feedback and evaluation system, and indemnificatory system. Thereby, this paper helps to get the permanentmechanism of college-student volunteer program into shape.
