Study On The Issue Of Farmers’ Interests Expression From The Perspective Of Harmonious Society

The18th National Congress of CPC clearly pointed out that resolving issues relatingto agriculture, rural areas and farmers is the number one priority in the Party’s work.Farmers issues are the core of the problem of "agriculture, rural areas and farmers", thecore of the farmers issue is the protection of the interests of farmers, however nowadays,as China’s largest vulnerable groups, farmers are often blocked in the expression ofinterests and farmers’ interests are not effectively adequately protected and implemented,due to the lack of farmers’ discourse right, the lack of expression ability, and interestsexpression channels obstruction.When farmers’ interests are damaged and have difficulty in putting forward interestsdemand, advocate right through effective and fast expression and communication channels,they may express discontent and emotion through abnormal ways, which is an importantsource of continued rural group incidents in recent years, and not only do harm to thepeace and stability of rural society, but also put forward the challenge for the constructionof socialist harmonious society. Therefore, in this context, the paper proposes farmers’interest expression issues, and formulate public policies in line with the farmer groups’interests through the establishment of the smooth and efficient interest expressionmechanism and the objective and fair interest coordination mechanism, which not only isthe urgent need to protect the vital interests of farmers, but also is the inherent requirementof constructing socialist harmonious society.This paper is divided into four parts. The first part is the introduction, and theintroduction briefly describes the background of the topic selection of the subject, researchsignificance of the subject, research status at home and abroad, the main research contentand research methods. The second part defines concepts relating to harmonious societyand the farmers’ interest expression, analyzes the main contents of farmers’ interestexpression, and pointes out that the farmers’ interest expression has important significancefor the construction of harmonious society. The third part respectively analyzes the causeof the problem in terms of institutional factors, subjective factors, objective factors, carrierfactors and channel factors in view of the current main problems in the expression of the interests of farmers. The fourth part puts up valuable countermeasures and suggestionson improving the farmers’ interest expression and constructing the socialist harmonioussociety.
