The dissertation set the point of view on the inevitability of the existence of the interest groups under the plural society conditions, and the possibility and necessary to foster and regulate them. The author attempt to find the discipline of the interest group politics through the analysis of those situation in American,England,France,Hong Kong and Taiwan etc. I believe the discipline can be useful to the reform of our country's politics system.The text include four parts:Chapter one: the appearance of the new interest expression mechanism. Beginning with the cases of some associations striving for the interest of their members through negotiating with the government department or else organization, and even occurring conflicts, the author decides the old interest expression mechanism has not accord with the need of the society. The awakening of the common interests in different people demand the establishment of the new interest expression mechanism. Chapter two: Finding the disciplines of interest group politics through the analysis of different countries and regions.Chapter three: Anglicizing the interest organization in the Continent, the author designs a map of our country's interest system. I conclude that in the Continent, we have not the indeed legal"interest group"but illegal interest group. The reason is our rigid controlling supervision and deficient regulating measure. Aiming at these aspects, I attempt to bring forward some improved advices.Chapter four: We need to amend our legislation system to fit the request of the new interest expression mechanism. In practice, our legislator is the Party, State Department and National People's Congress. The author attempts to amend the legislation system on the basis of maintaining the existent one, mainly adopting the England model, and taking the experiences from Taiwan and Former Soviet Union.
