Social Management Functions Of Government Innovation Research

In the context of China’s political system reform, the role of government is bound totimely converse, adjust and optimization. Third Plenum of the Party’s governmentfunctions as "economic regulation, market supervision, social management and publicservices," these four aspects in2003. The transition of the government function has a veryimportant role in research of the innovation of social management in our country. Sincethe founding of our country, the social management roughly experienced two stages ofdevelopment: the first stage of our country’s social management is under the plannedeconomy system, the second stage is the new development of China’s social managementsince the reform and open policy.After the founding of new China, especially after the30years since the reform andopening up, in terms of social management, our country has made obvious progress. Themain progress include the further perfecting of the functions of the government systemand the implementation of a series of social management policy, what’s more, the socialproblems get preliminary solution,and the relationship between government and societyhas been reshaped, and the social autonomy has gradually enhanced. However, there aremany problems in the social management of our country, these problems mainly includethat our country’s social development is lagging behind the development of our economy,and the definition of government function is indistinct and the positioning of thegovernment’s is wrong. Besides, the mode of the government management of social ismonotonous and the social organizational development is not mature, and the societalforces are very small and weak. The cause of these problems of social management mainlyinclude that the idea of the social management is wrong, and the social managementsystem is not perfect. Besides, the system construction of social management is laggingbehind the development of the social management. These problems seriously restrict theeffective operation of social management of our country, and these problems are affectingthe success of the transition of government function of our country.In this paper, writer proposes the corresponding ideas and the ways to innovate thesocial management in our country according there problems which existing in the social management of China. There are fore ways to solve the problems in the socialmanagement of China. The first way is to innovate the idea of the social management.The second way is to establish and perfect the fundamental social managementmechanism, the third way is to make sure the evaluation system of social management isscientific and reasonable. The last way is to improve the societal autonomous ability.
