Research On Social Organizations Undertaking Government Function

Following the continuous advancement of comprehensive and deepening reforms in China's political and economic fields,remarkable achievements have been made.China's economic and social development has entered a new stage of development,social contradictions have changed,and people have demanded higher standards for the pursuit of a better life.By actively participating in public management,social organizations have gradually developed.Although China's social organization started late,it has developed rapidly.Through practice at home and abroad,it has been proved that the governance structure of the “triple body” and “troika” formed by the government,market,and society is a successful management model in public management.The three of them are independent and complementary,which is the main way to change the structure of the original "big government".China needs to support the development of social organizations in co-management and provide higher quality public services with the government and the market.By simplifying administration and delegating power,the government transfers some government functions,and social organizations give full play to the role of society and undertake some government functions,which can reduce the burden on the government,form a "big society" governance environment,and optimize public management models.The two important functional carriers of government and social organizations have equal status in the field of public services.This research uses the theory of public management to study and analyze the transfer of government functions undertaken by Chinese social organizations.This research mainly uses the ZH automobile industry association as an example to analyze the issue of undertaking government transfer by Chinese social organizations.First of all,through the literature research method,the current situation of social organizations undertaking government functions in public management at home and abroad is analyzed,and the main content and research center of this research are proposed through the analysis of the status quo;the new public management theory and government outsourcing theory at home and abroad are combed.Relevant theories provide corresponding theoretical support for this research.Based on this,the case of ZH Automobile Industry Association,a social organization that undertakes the transfer of government functions,is analyzed,and it is proposed that there is a government and a social organization in the social organization that undertakes government functions The relationship is not clear,the social organization main body is insufficiently built,the government function transfer project is unknown,the social public awareness and participation is insufficient,and the scope of undertaking transfer functions is narrow.In view of these problems,the existing problems are caused by the incomplete system of undertaking behavior,The administrative system reform is slow,the social organization itself is inadequate,the interests and constraints of traditional concepts,etc.,finally,according to theseproblems and causes,from the improvement of the relevant legal system,deepening the reform of the government system,improving the capacity of social organizations to build themselves,the government to strengthen Social group Policy recommendations and other aspects of the boot.This study analyzes the change in the role of the Chinese government in deepening the reform of the system,and deepens the role of social organizations in participating in the government's public service field.Through the analysis of the ZH Automobile Industry Association,it can effectively analyze its existing problems and solve the corresponding problems.The plan promotes its sustainable development and provides a reference and reference for social organizations in China.
