Research On Social Organizations Actively Carrying Out The Transfer Of Government Functions In The New Situation

With the deepening of reform in our country,economic and social development has entered a new era,and major social contradictions have undergone profound changes.It is difficult for the government to meet the people's higher demand for public services.It is in recognition of this trend that the government has accelerated the pace of functional transformation and gradually promoted to “service-oriented” government.From the report of the 18 th National Congress of the Communist Party of China,"to build a service-oriented government",to the report of the 19 th National Congress,"to build a social governance pattern of building,co-governing and sharing",these reports convey the clear signal of social organizations as an important carrier to undertake government functions.As the government shifts from “ housekeeper ” to“consumer”,the participation of social organizations in the provision of public services will become more and more common.Therefore,in the critical period of the current "four comprehensive" in-depth advancement,accelerate the construction of social organizations,actively undertake the transfer of government functions,and further improve the social public service supply mechanism to effectively meet the growing needs of the public for a better life.With the continuous enhancement of public awareness,social organizations have gradually become one of the important social construction subjects,with organizational characteristics of social self-management,self-service and interest expression.Based on the background of the rapid development of social organizations in the current period,this paper studies and explores the ways and means of social organizations to undertake the transfer of government functions in the new era.To define the concept of social function transfer of social organizations,analyze the development trend of social organizations to undertake the transfer of government functions under the new situation,and based on the current situation,problems and causes of the transfer of government functions,and further clarify the relationship between social organizations and the government.The interdependence,and in turn,put forward some effective and concrete countermeasures for speeding up the improvement of social organizations to undertake the transfer of government functions.From the perspective of the government,it is necessary to clarify the scope and specific catalogue of the transfer of government functions,strengthen the service objectives of government departments,and effectively change the old concepts,accelerate the decoupling of social organizations,realize the separation of political and social organizations,improve the introduction of relevant laws and regulations,and strengthen social organizations as soon as possible.The protection and regulation of social resources and financial support are more inclined to social organizations.From the perspective of social organization,it is necessary to do everything possible to strengthen its own construction,lay a solid foundation and enhance its ability.In the "people",we must establish a long-term training mechanism based on the long-term,establish and improve the incentive mechanism;in the "financial",we must exert subjective initiative,through the recruitment of resources to the society,the resources for the government,the international resources,the use of operations Resources,form a diversified channel;in the "law",we must improve the internal self-discipline mechanism from the perspective of ourselves,strictly enforce the principles of transparency in financial management,transparency of income distribution,and transparency of asset operations;in the "law",social organizations Development must follow the path of rule of law and consciously seek its own development path under the framework of laws and regulations.On the "letter",we must use all means to expand publicity and expand social influence,and then gain further understanding,trust and support from all walks of life.
