Studies Of The Transfer Of Government Functions To Liaoning Social Organizations

Social organizations are important subject of social governance.The government functions transfer from government to social organization seems to be an inevitable requirement of the Chinese reform today.After investigates about the chambers of commerce in Liaoning,we found that social organizations' wrong self-orientation,shortage of professionals,the deficiency of government macro-guidance,underappreciated of social organizations in social governance and relevant policies and regulations lag created a series of obstacles to undertake of government functions,like weak willingness to undertake governmental functions,the short of content,the channel not free,the unscientific and inflexible methods,and so on.Based on social governance theory,we summarized a mode "Define the permissions-Exchange of resources-Mutual condition-Ultimate responsibility",which could inspire the process of cooperative governance.We hope the difficulty will resolve by updating the social organizations' concept,improving the social organizations' ability of social governance,the continued guidance of government,strengthening the social organizations' position,promoting the relevant legal and institutional building.At the same time,this study discussed the policy requirements and process of social organizations to undertake the transfer of government functions,which were ground on the cases in literatures and the realities in Liaoning.
