With the development of information technology,as the forefront ofpublic service,the city and the grassroots government at the county levelis increasingly brought to the attention of the governments at all levels,the construction of State E-government gradually extending to the cityand the grassroots government at the county level. As the capital of theTibet autonomous region,in the country and the Tibet under the guidanceof "twelfth five-year" plan,Lhasa is trying to seize the opportunity of thedevelopment,and accelerate the pace of building a regional informationcenter. The E-government construction as an important part ofinformatization construction, not only to improve administrativeefficiency, transforming government functions, but also for opening upand developing economy of Tibet has positive significance.Using literature method, comparative method, inductive method andempirical analysis research methods, etc,this article first expounds thedefinition, constituent elements and characteristics of E-government;Second, the article cards the related literature of e-government research,and introduces the current situation of the construction of e-governmentat home and abroad; Then the article emphatically state the currentsituation in Lhasa.The article points out the existing problems andrestricting factors.Finally, the article sums up the experiences of domestic and foreign governments on building E-government systems,and findsout the reference point.At the same time, the article combines the realityof Lhasa, and gives analysis and suggestions on how to accelerate theconstruction of Lhasa’s E-government system. This article focus on theparticularity of Lhasa’s e-government construction in the special political,economic, social and cultural environment,and on the basis of trying tosolve the problem,determines appropriate development goal inLhasa,establishes the top design framework and evaluation system,andmakes recommendations to improve Lhasa’s public service ability andlevel.
