In the late1990s allocation of resources expanded to the trend of re-accumulation. Income and wealth gap between the groups is widening. China’s overall social elite consolidate its monopoly position in the social life, which not only mark forward polarized social formation, but also means that the trend has increased the polarization of society. Especially in the late1990s, the phenomenon of absolute poverty in vulnerable groups began to appear, which means the relatively rapid growth of China’s economy and living conditions of some people begin to decline at the same time. Many people live in the relative or absolute impoverishment and social status have marked deterioration. They also stand in a weak position in the competition for jobs. The government is also aware of the poverty of vulnerable groups as social problems caused by the GF concern to meet the basic survival needs of vulnerable groups become urgent task."Vulnerable groups" is no longer a new vocabulary. As early as in2002, the government has been used the word "vulnerable groups" in official work report. After that, both academia and government have started to pay attention to the vulnerable groups. Promoting social equity and justice needs to change the survival status of vulnerable groups guarantee basic living conditions of the vulnerable groups and maintain their interests and respect their human dignity, which is also the party and the government focus. The essence of the issue of vulnerable groups is the problem of the fundamental rights of citizens and the state power relations. Protection of vulnerable groups is achieving the functions of the government, which is also an important responsibility for building service-oriented government. To prevent vulnerable groups caused by expansion and complexity of social contradictions, so the government’s important task is to protect the interests of vulnerable groups, enjoy equal opportunities and equal rights.In recent years, China’s economy has achieved remarkable results, and at the same time, social contradictions increasingly prominent, new social problems are emerging. To improve the livelihood of the people is increasingly urgent. The task of maintaining social stability has become more arduous. The construction of a harmonious society is facing enormous challenges. Different periods, the object and the internal needs of vulnerable groups involved in the differences. Prior to this, there were already many scholars from different angles, discusses the problems of vulnerable groups, the society and the government to make a certain amount of support for vulnerable groups. Practice has proved that the before research is necessary to vulnerable groups. With the development of the times, vulnerable groups problem is becoming more and more complicated so the Government must respond.In this paper, it is based on the current situation of vulnerable groups in Chin. I collected at home and abroad on the study of vulnerable groups of related literature, and definite vulnerable groups and government responsibility. In the premise of careful pondering over the two meaning, then I conceived to study the main theoretical basis of issue. Mainly starting from the idea of good governance, social fairness and justice, the responsibility of the government of the three theories, I provide theoretical support for studying this theme. Secondly, I describe the need to protect vulnerable groups in China and the importance, which is why to protect basic rights and interests of vulnerable groups. The article discusses from four aspects. From the perspective of citizenship, the protection of vulnerable groups is an important mission of realizing human rights. From the social point of view, the protection of vulnerable groups is the inherent requirement of the essence of socialism, also the meaning of building harmonious society. From the angle of government legitimacy, the protection of vulnerable groups is the basic function of government requirements. Thirdly, I describe the missing of government responsibility in the protection of vulnerable groups:the problem of income distribution, employment, social security system, starting from these three aspects, and carries on the reason analysis. At last, some suggestions are put forward to protect the vulnerable groups. Government should adopt a variety of measures in income allocation at present. The government should make efforts to change the unfair distribution of income status and increase the income of vulnerable groups to solve the basic living problems. In the employment aspect, the government should actively help the vulnerable groups to solve the problem of employment. The government should take a series of measures to increase training, to improve their working skills, to encourage participation in venture capital, to develop the service industry, to ensure their equal employment opportunities. In the perfect social security system, the government should protect vulnerable groups access to State-provided public services and will full integration of vulnerable groups into the social security system. The government must accelerate the construction of guarantee mechanism of vulnerable groups, as much as possible to achieve for the one who should be protect.
