The Responsibility Of The Government In Helping Vulnerable Groups

With the great changes of social structure, social system in our country, some vulnerable groups have emerged and they are also increasing in large scale. The problem of vulnerable groups has become one of the important factors affecting the stability and development of the society. Therefore, the government and the social begin to pay close attention to the special group. In the whole structure of society, the government holds the strong political and economic resources. Compared with other organizations or individuals, the government has more abilities to protect vulnerable groups. Therefore, the government should take the responsibilities and do assistance to vulnerable groups.In this paper, taking Jinzhou city as an example, through the investigation on life of vulnerable groups analysis, from the point of view of government responsibility, the government should fulfill its responsibilities and measures in solving the problem of social vulnerable groups. Firstly, this thesis explains the concept, classification and characteristics of vulnerable groups. At the same time, it also puts forward the theory of government responsibility. And then it explores the reasons for its formation from the aspects in income, housing, medical care, employment and education of their children and so on of the vulnerable groups in Jinzhou city. Finally, by analyzing the problems of responsibility for missing that the government protects vulnerable groups, to explore the government how to protect vulnerable groups effectively.This paper adopts the literature analysis, experience analysis and empirical research methods and other research methods to study the government should fulfill its responsibilities and obligations in assisting vulnerable groups. Through the analysis of Jinzhou City government in performances and causes of the lack of assistance to vulnerable groups in terms of responsibility, we learn from Britain, the United States and other western developed countries experiences to improve the government relief to vulnerable groups and put forward constructive suggestions. The problem of vulnerable groups has become a social problem that many people concern in our age. If we can’t solve this problem it will bring negative effect on economic development and social stability of China. So it has important theoretical and realistic significance to study the problem of vulnerable groups. In this study, though it has some shortcomings, it still has certain reference value for the government to solve the problems of vulnerable groups.
