Digital Library Construction Of Copyright System Reform

The21st century is the age of network, network has become indispensible in daily life, and network is also one of the most frequently used words. The rapid development of network, has broken the existed balance between copyright and rational use of the works in copyright law, the convenient and frequent replication, high speed make it easy to get works and information that is difficult in traditional media environment, which virtually intensified the contradiction between copyright owner and the relevant public. How to build the new balance is the common problem when it comes to the copyright law. Because of the vulnerable infringement, the arising of technical measures to protect copyright is easy to conflict with fair use system of the copyright. Compared with the traditional library, digital library has the following characteristics:small storage space, big storage capacity, convenient access to retrieve information, remote transfer information quickly, it has already played and will play an important role in promoting national scientific and cultural quality and moral quality. When these digital works are uploaded to the internet, a very thorny problem has been put forward, that is, copyright protection and application in the process of building digital library. How to solve the problems in building digital library has directly influenced the survival and development of digital library, it also became the new topic both in national legislature and digital library.As for the copyright protection for digital library information sources in China, there are many defects, such as scattered laws and regulations, different criteria, undefined reasonable use of digital library, more principal provision for technology protection etc, which has influenced the development of digital library and the use of digital information resources. Therefore, perfection of copyright compensation system, reform of copyright collective management organization, detailed formulation for fair use of digital library, have become the important contents for copyright innovation in the information era.
