The Study On Intergovernmental Relationship Of Regional Governance

Driven by economic globalization and regional integration, political,economic and social structure of change continues to accelerate, and the community to diversify the roles and functions of the government changed. In this promotion, regional issue in different time and place is formed. When the government is placing increasing emphasis on inter-regional cooperation between and into the relationship between government and government external interest, regional governance has become an important issue to the Chinese government today. This dissertation employs the analytic framework of regional governance theory,focusing on intergovernmental relations, to explore the new ideas and new ways of the relations from the theoretical perspective. This study is an in-depth exposition of the relationship between the inter-governmental interaction and the regional governance.First, through the analysis of the origin and characteristics of the regional governance.Regional governance has become the key to the future to solve regional problems. Second, by combing the development of intergovernmental relations in the regional development and change, summed up the trend of the future of regional governance. Third, analyze the process of change and the problems of regional governance. Finally, By summing up the model and experience of foreign regional governance, proposes the strategy of regional governance in Beijing Tianjin and Hebei region. This article mainly through case analysis of the elaboration of the theory and practical aspects of the development of intergovernmental relations, to study the regional governance, regional governance process should pay more attention to the practice with local characteristics, making intergovernmental able to coordinate between government external harmony.This study indicates that on the one hand,the adjustment of government relations and improvement are the core and key to the government’s own transformation.The transformation of governance determines the way of regional governance,depth and effectiveness.On the other hand,the concept of regional governance in China provides new ideas and path for China to adjust traditional model of intergovernmental relations,the innovation of system.Therefore,optimizing inter-government relations promoting the development of regional integration, the scientific division of responsibility and functions of government at all level, innovation of management mechanism and organization model, and finally promote the transformation and development of regional governance...
