Study On The Relationship Among Governments In Regional Cooperative Development

Regional coordinated development is not only an inherent requirement for building socialism with Chinese characteristics,but also a major national development strategy put forward by the party and the country in the context of the new era of implementing the scientific concept of development and practicing the concept of new development.Through the case study of Beijing-Tianjin-Hebei integration,the author believes that good inter-government coordination is a necessary condition for coordinated regional development,and the degree of inter-government coordination plays a key role in the process and effectiveness of regional coordinated development.In view of the importance of intergovernmental coordination in the coordinated development of the region,this paper constructs a general analysis model based on the “institution-actor” research path to systematically explain the deep logic of the generation of inter-government collaborative dilemmas in the context of our country.With the implementation of the coordinated development strategy of Beijing-Tianjin-Hebei under the background of the regional coordinated development strategy,the development of Beijing-Tianjin-Hebei integration has entered the second phase.The current Beijing-Tianjin-Hebei region has become a model for the implementation of China's regional coordinated development strategy.The historical achievements of Beijing-Tianjin-Hebei integration in the second half have tested the rationality of the two dimensions of the definition of coordinated development of the region.At the same time,the experience behind it also provides inspiration and reference for the ideas and countermeasures for cracking down the inter-provincial coordination dilemma.Based on the interpretation model generated by the inter-governmental syndicate dilemma constructed in this paper and combined with the experience from the implementation of the coordinated development strategy in Beijing,Tianjin and Hebei,this paper believes that the institutional advantages of the party and government system should be brought into play,effectively utilize the internal mobilization mechanism of the political system with Chinese characteristics;improve and improve Performance evaluation mechanism and system;balancing the government's self-interest and publicity,and establishing and practicing the correct view of performance and government is to break the inter-departmental coordination dilemma in regional coordinated development,and promote the efficient implementation of regional coordinated development strategy Feasibility ideas and effective countermeasures.
