With the end of the cold war, the world comes to the era of economic globalization, political multipolarization and cultural diversity. With The extensive application of information media technology, cultural exchange of different countries become more and more frequently. The distance between countries is becoming shorter, and the communication is becoming more convenient. Under these circumstances, It seems like that the factors such as economic, military and so on are not so important like before. In contrast to this, the role of culture is becoming more and more important. It is Japan that seize the opportunity given by international community to carry out the cultural diplomatic strategy.In the early1970s. Japanese foreign secretary Masayoshi hira put forward the view that we should pay more attention to culture diplomacy in the future, which is the symbol that culture up to a new standard. In1996,"the strategy of developing the country through science and education in21st century" made by Japan ministry of education, which means the formal establishment of he strategy of developing the country through science and education in21st century. Then under this strategic, The Japanese government carried a great campaign of culture promotion all over the world, and with the high-speed economic development, the culture has been widely popularized and the image has been improved.At present, we should draw the lessons from Japan and absorb experience to draw up a diplomatic policy hat conforms to the state’s actual conditions to help we develop.
