Performance management plays an important role in human resource management activities of government departments. Open government performance management mechanisms can effectively promote the political effectiveness, controllability of the process of development and administrative reform.The government can enhance the management capacity to achieve open, transparent, fair and basic values further. The healthy and orderly development of the society will be related to the fundamental interests of the masses of all ethnic groups. With the development of information technology and e-government, there is a lot of imperfect place about the local government performance management in open and transparent now. In the open performance management mechanism, this article makes a detailed statement of government performance management based on e-government publicly and in accordance with the reality of Fushun City, Liaoning Province, to analyze the development status of Chinese Government Performance Management problems and to explore the cause of the problem the reasons which put forward suggestions and countermeasures for e-government platform and government performance management.There are six parts in this article, the first part of this research elaborate the background and significance, as well as research methods. And discusses open government performance management mechanism based on e-government to the government of Fushun City, Liaoning Province, performance management. The second part of this paper describes the basic theory of e-government and government performance management. The third part of this paper first analyzes the status of e-government environment, government performance management, and then explained in accordance with the status quo of the performance management problems that exist in their openness. The fourth part of the thesis, analysis of the causes of the problems of government performance management. The fifth part of the paper, Fushun City, Liaoning Province as an example, to explain its mechanism based on government performance management of e-government public mechanisms built and the whole process, and assisted in the e-government platform under the proposed policy recommendations to improve government performance management. The sixth part of this paper is the summary of the full text and put forward the future development of government performance management information technology environment.
