The disclosure of government information is the foundation to ensure the citizen’s right to know and the basic requirement of the rule of law government construction. In 2004, the State Council presented "open government information" in the implementation of the program presented in the form of enforcement essentials for the first time in “The Notice of the Implementation Outline for Promoting Administration According to Law( [2004]No.10). May 1, 2008, "The People’s Republic of China government Information Disclosure Ordinance" was implemented formally. Now, how about the effectiveness of the government to promote the "Outline" and the "Regulations" of the competition over the past ten years? It is not only the major issue of common concern of the whole society, but also an important subject of academic research. This research has important realistic and academic value, which is the purpose of this study.This study belongs to the field of government performance evaluation. Evaluation of the object for the government, and the evaluation content is the achievement and effect that the government promotes the regulations on open Government information", which involves law(evaluation)and Public Administration(evaluation path, concept, object, method)two subject areas, exploratory research is interdisciplinary.This paper is based on the evaluation of government performance orientation,namely result oriented and public satisfaction oriented, and based on the independent third party’s position, using analytic hierarchy process, the expert consultation method, construction of the government to promote the "Regulations on open government information" performance evaluation system, including organization system and evaluation index system. The index system includes 5 first level indexes(evaluation): Respectively, to promote the process of system design, the realization of the goal of social satisfaction, cost, etc, and 10 level two indexes, 25 level three indexes are set after them.Social satisfaction evaluation is composed by 10 indicators. Furthermore, taking the 31 provincial governments and 39 departments of the State Council(object) for example, an empirical study of government performance for the 2014, and we get the results: 31 provincial governments performance mean score was 63.02, belonging to the middle;38 ministries’ performance score was 54.45,belonging to the low. Analyzing the structure of the data, the difference between the provincial government and the departments under the State Council is obvious. Relatively speaking, the eastern coastal areas, southern coastal provinces and the economy construction sectors score in front, and the northwest provinces, and comprehensive management departments score behind the back.The post evaluation for implementation performance of laws and regulations is a new field and the domestic research about it has just started. This paper is an exploration in theory, method and empirical research. The main innovation points are: first, based on the government performance evaluation concept,evaluating the effect on code enforcement breaks the traditional study paradigm of law and provides a new perspective for the evaluation of the implementation of laws and regulations. So,as a technological tool of democratic culture, the object of government performance evaluation is the government, but government action is not the same as the implementation of the regulations effect. Second, we also use analytic hierarchy process( AHP) as a special case, to build a scientific and concise evaluation technology system,mainly to establish the index system and index weight. Third,based on an independent third-party enforcement,we overcome the internal evaluation limitation about data distortion and credibility is not enough in the process of collecting evaluation data. Last,we introduce the public satisfaction evaluation.And public satisfaction oriented mode can reflect the value of democracy, also can compensate for the limitations that traditional evaluation method is difficult to measure non-profit behavior.
