Food quality safety is related to the health and safety of the general public, the sustainable development of economy and the harmony and stability of society. The multi-department supervision system that local government adopts can’t meet objective demands of food quality safety situation at present. The government is lack of the supervision experience of micro and small enterprise for the historical reason in economical system reform, which leads to the small workshops food quality safety can’t be improved effectively and restricts the overall level of food quality safety seriously in our country. Because we have no local law to supervise small workshops in Yun Nan province, the small workshops will confront a choice when the regime transits from the old to the new with the advance of the institutional refonn and function adjustment in food quality safety supervision system.The thesis is based on the theory of market failure and the theory of government regulation, and does a research on small food workshops supervision in Long Yang district. By analyzing current supervision situation, it finds out the internal and external influencing factors and the common problems in small workshops supervision. By comparison between the small workshops supervision and other successful experience, it tries to find some countermeasures and suggestions to solve the small workshops supervision problems in Long Yang district. The thesis structure is as following:The first part is an introduction. It presents the food quality safety problems; introduces the study background, aims and significance, review of literature at home and abroad, study technique route, contents and methods; puts forward some new ideas about this subject.The second part defines the relevance concept of food quality safety; gives a brief statement about the theory and basis of food quality safety supervision.The third part analyzes the supervision system of small workshops in Long Yang district by comparing the supervision model between small workshops and enterprises that obtained QS food production license.The fourth part analyzes all factors which influence the small workshops supervision; presents problems about government supervision system.The fifth part sorts out the successful experience about small workshops supervision in developed areas; summarizes the valuable and useful measures of small workshops supervision.The sixth part is proposals. With the guidance of small workshops supervision practical experience and the help of advanced supervision experience in other areas, it puts forward strategies and suggestions to solve the small workshops supervision problems in Long Yang district.The seventh part is the conclusion. By doing the research, it comes to a conclusion about the long term supervision system of small workshops and looks far into the future development of small workshops in Long Yang district.
