County Congressional Oversight Efficiency Improvement

Supervision right is the most important function and power of the Standing Committee of the Local People’s Congress. Supervision of People’s Congress on "the government, People’s Court and people’s Pro cur at orate" is an important component of the supervision system of CPC and the nation; therefore, improving the supervision efficiency of People’s Congress at county level is of fundamental significance for promoting administration by law and impartial judicature as well as improving socialist democracy and economic and social development. This article consists of four parts:The first part starts with clarifying the basic concepts of supervision right and efficiency to find the theoretical support for the supervision efficiency of People’s Congress, and analyzes the supervision means of People’s Congress at county level and the supervision principle of People’s Congress as specified by laws, so as to provide the basic content design for the assessment of supervision efficiency of People’s Congress at county level; it also analyzes the features of assessment of supervision efficiency of People’s Congress at county level.The second part sets the supervision work of People’s Congress in Huaning County, Yuxi City as an individual case to analyze the status quo of supervision efficiency of People’s Congress in Huaning County from three respects of the structure analysis, supervision procedures as well as supervision function and power of People’s Congress and its Standing Committee in Huaning County in line with the basic content design for the assessment of supervision efficiency of People’s Congress at county level, and clarifies issues existing in the People’s Congress of Huaning County with low supervision efficiency.Part three comprehensively assesses the current supervision efficiency of People’s Congress at county level, and analyzes the reasons of low supervision efficiency of People’s Congress at county level, which are:insufficient understanding of supervision power affecting the supervision effect, imperfect and unimproved laws and regulations, unreasonable organizational structure affecting the effective execution of supervision function and power, the system restraining the supervision function and power of People’s Congress.Part four starts with the operation status of and issue research on the supervision power and function of People’s Congress at county level, and analyzes and discusses from five respects of referencing the theory of authority distribution and inter-restriction of powers in the west, coordinating the relationship between the committee of CPC and the People’s Congress as well as the government, perfecting supervision laws and regulations, strengthening the self-construction of People’s Congress at count level and its standing committee, and promoting the standardization of supervision work, and proposes some thoughts of countermeasures for improving the supervision efficiency of People’s Congress at county level.
