Study On The Obstacle And Countermeasures For Implementing The Right Of Supervision In County Level Of The People's Congress

Supervisory function of NPC and its standing committee is the political power for Chinese people to be the master of our country, and is the vital function that the constitutional power to guarantee the state apparatus operated according to people's will. As the lowest level People's Congress with standing committees and also the highest level People's Congress implementing direct elections, the county level of the People's Congress shows its specificity in China's NPC organization structure. Fully exercise the right of supervision in county level of the People's Congress not only can guarantee the implementation of the party's fundamental policy, but also can promote the important part of effective implementation of Constitution and law, and is the key way to propel the governments, the people's courts and the people's procuratorates in exercising their judicial functions fairly.Therefore, the study of the supervision implement in county level of the People's Congress has the vital and profound meaning that ensuring county's healthy development, maintaining people's fundamental interest and speeding up the contribution of democracy and legal system.This article is based on the research of the history of supervision in county level of the People's Congress and the author's working practice. It mainly studies obstacles of supervision in county level of the People's Congress, absorbing and learning relevant theories in the frame of the party's supervision theory at the grassroots level. Thoroughly analyzing and studying obstacles of supervision through the questionnaire, data analysis and access panel.In last 30 years, Zhashui County's People's Congress has obtained considerable development in theory, policy and practice innovation, and made the significant breakthrough in supervision through the area of important decision-making, finance, plan implement, document review and economic development. However, supervisory power does not fully implement in county level People's Congress. There are many obstacles caused by system, subjective understanding and environment. Traditional concept, work mechanism and the incomplete supervisory structure caused the root of obstacle.This article is divided five parts:first part mainly states the study background, meaning and methods; second part explains relevant concepts; third part fully demonstrates the organization structure, system and operation of county level People's Congress; the forth part analyzes the supervision obstacles in of county level People's Congress and how it caused; and the final part proposed solution.
