Research On The Supervision Of County Level People's Congress Over Government At The Same Level

The system of people's congresses is the fundamental political system of our country.The organs for the people to exercise state power are the National People's Congress and local people's congresses.Supervision of government administrative actions is an important responsibility of people's congresses at all levels and their standing committees.The supervision of local people's congresses is,in essence,a kind of power supervision.The purpose is to ensure that all levels of government use public power for public interests.The supervision of the people's congress and other forms of supervision are quite different.It has broadness,diversity and authority.Characteristics such as sex reflect the sovereignty of the socialist people.Strengthening the supervision of the people's congress is the need to build a socialist modernization power,the need to develop socialist democracy,and the need to achieve power restriction and strengthen state power.Through the analysis of the status quo of the government supervision of the Da Mao United Banner People's Congress,it is found that the Da Mao United Flag People's Congress and other county-level people's congresses are generally consistent in their supervision work: under the leadership of the party committee,the county-level people's congresses exercise their supervisory powers according to law.The supervision work was carried out closely around the economic development center of the region,and some achievements were made in the supervision work.However,affected by various factors,the county-level people's congresses have weakened the supervision function of the government at the same level,and the supervision function is not fully utilized.Supervision is often in the form.This paper argues that there are three main reasons for the ineffective supervision of county-level people's congresses.The first is that the institutional mechanism restricts the supervision function of the NPC.In terms of the leadership system,the unified leadership of the party committee and the status of the county-level people's congress in the county-level party committee lead to the NPC to the government.The inevitable encounters of supervision work are embarrassing.In terms of the administrative system,the work of the county-level center is generally made by the party committee,and the government is responsible for the specific implementation.Some major tasks are often arranged through the joint publication of the county party committee and the government.The county party committee conducts overall leadership in ideology,politics,and organization,and will directly enter the specific management of economic and social development.For the administrative management actions made by such county committees and county governments at the same time,the supervision of the National People's Congress is often powerless.Secondly,the construction of county-level people's congresses is not suitable for the supervision of the new situation.The third is that the awareness of democracy and the rule of law in the whole society needs to be further improved.The backward political culture at the grassroots level is a huge obstacle for the NPC to supervise the government.Based on the provisions of the Constitution and relevant laws,this paper proposes measures and suggestions for improving the supervision of the government work of county people's congresses from the actual work situation of grassroots people's congresses.First,improve and refine the work procedures of county-level people's congresses to perform supervisory functions.The second is to strengthen the construction of county-level people's congresses and their standing committees.The third is to enhance the effectiveness of the supervision work of the NPC.The fourth is to create a political and cultural environment conducive to the county-level people's congresses to supervise the government at the same level.
