Research On Problems And Countermeasures On Agriculture Support Policies After Entering WTO

Because of agriculture's weak quality and high risks, all countries' governments around the world exert high degree in intervention and protection on agriculture, and the developed countries have formed mature and diversified agriculture support systems within the WTO framework. After entering WTO, our government also has adopted some direct and indirect support policies and measures on agriculture, which bring about some positive efficiency and breakthrough, but all of these are just groping and preliminary ones. It is an important problem for our government to effectively protect agriculture and frame perfect agriculture support systems within the WTO framework, which also concerns our economy's persistent development.After analyzing the WTO agriculture support environments, this artice tries to expatiat, compare and analyze systematically on the support systems of the USA, EU and Japan, which establishes a theoretical basis for setting up our own agriculture support systems. Using these theories, this article analyzes our agriculture's and agriculture support policies' current situations and existing problems such as: the increasing income disparity between the rural and urban residents, un-equilibrium of agriculture resources, deterioration of entironment, agriculture's production structure un-matching with the demand structure of home and abroad markets and the accompanying unreasonable aspects in increasing agriculture support etc.On such basis, for improving our agriculture products' competitiveness and increasing farmers' income, this article puts forward concrete measures in building our perfect agriculture support systems within WTO framework.
