As an important part of China’s urban basic public heath services, more and more peoplenoticed the importance of community health education. From the perspective of public management,health education as a fundamental government public policy, in changing unhealthy lifestyles,effectively prevent and reduce the incidence of infectious diseases, chronic non-communicablediseases and mental disorders, etc., reduce the national and individual health insurance and medicalexpenses, to curb rising health care costs and prevent excessive public health emergencies, such asthe occurrence of both aspects play an important role. Meanwhile, health education as a strategicgovernment deal with public crises after the sudden public health incidents can effectively raisepublic awareness of self-protection, confidence control and respond to public health emergencies,and to prevent social panic, the maximum harm reduction is a public health emergency. For the pastfew years, state and local governments have developed a series of health education to promote thedevelopment of public policy, urban communities in carrying out health education activities to tryto do a lot of good and made some successful experience. However, compared with developedcountries, China’s urban community health education started late, especially in local governmentthere are many deficiencies in the formulation of public policy and policy implementation,monitoring, feedback, incentive and restraint mechanisms and supporting measures, which invarying degrees restricted the development of China’s urban community health education. From theperspective of public management, the use of literature research, questionnaires, on-site interviewsand other research methods, data from books, newspapers, magazines, network database to collectneeded for analysis, focusing on health education through the work of Jining City Status and sortout the problems and meta-analysis of Jining City, education and health services work related staffreport on the Jining City Community Health Education survey results and field interviews, findJining City Community Health Education set ideas, institutions, institution building, staffing,existing personnel training, funding, technical innovation and quality control and other issues andcauses of the problem, learn from the best practices in related fields at home and abroad on the basisof the government to promote the urban community through the development of public policy putforward some reasonable suggestions to develop a healthy education. There are five chapters: The first chapter of the purpose and significance of the research,research status, ideas and methods of research and innovation, expounded China’s urban communityhealth services and health education is developing rapidly and more and more emphasis on thehistorical background. The second chapter describes the relationship between urban communityhealth education concepts, new theories citizen health and health promotion theory, discusses thedifference between health education and health promotion and complementary. The third chapterreviews the urban development process of community health education, introduces the Jining Citycommunity health education work carried out, and through the literature research, surveys and fieldinterviews and other methods to find out the Jining City in community health education ideasexistence of institutional settings, system construction, staffing, personnel training, funding,technical innovation and quality control and other issues. The fourth chapter reviews thedevelopment of foreign urban community health education course analyzes the successfulexperience of foreign urban community health education. The fifth chapter the use of publicmanagement theory, the reason for restricting the development of urban community healtheducation and the resulting factors to sort out the analysis put forward countermeasures andsuggestions on how to further the development of urban community health education from otherpolicies, systems and management.
