China’s non-governmental organizations through the baptism of the wenchuan earthquake and the Beijing Olympic Games and promote social mobilization will markedly enhance its capability and its influence, not only become an important force in the disaster relief, is also the government’s response to a variety of problem’s right-hand man. In transition of non-governmental organizations in our country, not only started late, but the existing system and the impact of social transformation, on the development and management of the lack of autonomy, loss of voluntary, the camp long tendency, low efficiency, such as failures, severely restricts the development of their own at the same time, also for our country’s political civilization construction, the development of market economy and the construction of a harmonious society have a significant impact.This paper base on the explanation of nongovernmental organizations (ngos), the relevant theory, on the basis of research results at home and abroad for reference, in-depth study of failure problem, discusses the ngos in China, ngos, to dig the real reason of the failure problem, and on this basis, the targeted put forward the Suggestions and countermeasures to solve the problem during the transitional period from the non-governmental failure in our country. In the first part, briefly introduces the research background and significance of this paper, reviews the domestic and international literature review, the research method and content and the innovation of this paper and problems. Secondly, the relevant theory of non-governmental organizations carried out, including the concept, the characteristics of non-governmental organizations, function; defines the concept and connotation of non-governmental organizations. Thirdly, combined with China’s actual situation of non-Analysis of government organization in the development of China’s non-governmental organizations work performance, namely: autonomy, lack of funds, lack of human resources management deficiencies, social credibility, low efficiency, poor volunteering development imbalance. Then further analyzes the reasons for failure, including:administrative management system defects, the lack of legal protection, social supervision mechanism is not perfect, the weak foundation of civil society four external causes, and management level is low, lack of self-discipline mechanism, organizational purpose and mission is not clear three internal reasons. Finally, according to the cause of problems based on a series of problems mentioned above, drawing on the useful experience of development and management of foreign non-governmental organizations, from the government, society, non-governmental organization itself on three aspects put forward the control method and path, wherein, the view of government, including:Construction of government and non-governmental organizations of the benign interaction, reform the dual management system, the perfection of the legal system, improve the tax system in four aspects; the social level, including:building a sound social supervision system, remodeling and to consolidate the social culture value system of two aspects; from their level of non-governmental organizations,:regulate the internal governance structure, improve human resources management, the establishment of internal self-discipline mechanism, perfecting the internal financial management system, improve the level of informationization of non-governmental organizations in five aspects.
