ABSTRACT: Since the 1980's, there has been a great change in the global social and political activities. NGOs have been expanded largely, and they have played a brand-new role, totally different from governments'and enterprises', in the human society. China is enjoying its rapid economic and social developments, as well as actively involvement in the global and domestic issues. Undoubtedly, we should boldly face and prudently manage all sorts of relations with NGOs.NGOs have complex impact on the international relations and internal affairs. On account of its tenet and ideology, western NGOs may be constructive in developing international relations. However, NGOs also may be used by some countries to interfere in others internal affairs, and may imperil world peace and security. Nowadays, there are a large number of works describing the positive side of NGOs'activities; nevertheless there is few dealing with the negative one.With this paper, I will try probing into the following aspects: the internationalization of NGOs'activities; the harmfulness done by western NGOs'activities in developing countries, such as China, to their national security; the managerial systems adopted by foreign countries; the developmental and managerial status of NGOs in China; the suggestions about setting up NGOs managerial systems.To do this research, I have tried some study means; including retrieval technique, experience summing-up, literature reference, and theoretical analysis. Currently, western NGOs are coming, and domestic grassroots organizations are mushrooming. As a latecomer, China should attach great importance to the western NGOs and the wire-puller, such as western countries and international reactionary force,who make use of NGOs to pervade and demolish our national security. I believe that we should draw on the experience of foreign countries concerning the management of NGOs based on our own national conditions. We should also make every effort to build up and fulfill the managerial system, which will empower us to strengthen the management of NGOs in the aspects of administration, judicature, and financial supervision. Only by doing so can we make use of NGOs as momentum for promoting our economic and social development.
