This paper argues that the development of Chinese Nongovernmental Organizations (NGOs) is in an Unbalanced Situation, which will not help to promote the growth of China's civil society, on the contrary seriously threat the state's autonomy, and consequently affect the role it plays, the inclination of the policies it makes and the performance of public management, and thereby potentially do harm to the management of the government. Thus, the paper tries to indicate the logics and mechanisms of the term'Unbalanced Development'from the standpoint of the state, and its challenge to the state administration. Moreover, the author gives some suggestion on how to reply to these challenges.NGOs defined in this paper refer to those legal organizations which are independent of the governmental force. The statistic data indicate that the NGOs in China have enjoyed fast increase during these years. However, with the increase of the total number, compared with the NGOs representing elites and middle-classes, the NGOs representing the underclass and the working-class are in obviously inferior position either in number, or in the aspect of the actual influence or the obstacles encountered by the NGOs launched by different bodies during the process of establishing and expanding. This is just the Unbalanced Development the author defines in this paper. This unbalanced development will jeopardize the validity and ability to rule of the government itself. What this paper is trying to answer is from the angle of the interests of national regime, facing the phenomena of the unbalanced development of NGOs how to do on earth can the government tallies with its own interests and fit in with public interests, and the cause and logic due to which the government do it. This already touches on the autonomy of the state and the orientation of the role the government plays these ancient topics.The Unbalanced Development of NGOs has become potential threat to and actual erosion of the autonomy of the nation.
