The set up of Yi-cang(义仓)in Song Dynasty was during the time of Tai-zu(太祖)period.But was abandoned immediately.After the reset in the first year of Shao-sheng(绍圣),Yi-cang maintain it’s long standing.Chapter one about establish evolution is take the first year of Shao-sheng as a boundary line,divided into two parts,discuss the course of rise and fall about Yi-cang before the boundary line and the institution change of Yi-cang after the boundary line.The management of Yi-cang in Song Dynasty was according to the mode of two levels three layers,which took shape no later than the time of Ren-zong(仁宗)period.Two levels refers to the central and local authorities, the local authorities include the Road-level administrative region and Prefecture-County administrative region which tegother with the central government constitute the three layers. Chapter two about management institutions reveal the forming process of the mode first.then combing the change course of the management institution in the Road-level administrative region,and at last,investigate the the practical effect of the prefectures and counties officials.The functions of Yi-cang in Song Dynasty were more diverses than the preoid of Sui and Tang Dynasties,and at the same time the corrupt practices of Yi-cang were also exist. Chapter there about the functions and corrupt practices classify the functions first, show the continuation of its original features and other functions which expanded under the purpose of serving the people, which were the fundamental basis for understanding the practice of famine relief thought about the people in Song Dynasty.Second, analyze the corrupt practices during the collect,storage and use of Yi-cang’s three operation aspects,which was the important background of the popularize ofShe-cang(社仓)during the late Southern-Song period.Compared with the other two important warehouse organizations(Chang-pingcang<常平仓>and She-cang),Yi-cang has its own characteristics. Chapter four about Yi-cang’s characteristics and implications will compare the three warehouse organizations from multiple aspects and highlight the distinguishing feature of Yi-cang,which will further reveal the importance of Yi-cang as the carrier to the practice of famine relief thought about the people in Song Dynasty.
