In terms of the content of common value, it could form a cohesive culture, promote economy and social development, promote the political legitimacy construction.The common value pursued the concept of compulsory education, pragmatism, integer and returning to the life. In the guidance of this concept, Singapore implemented the common value which was based on family, treated school as the main education place and guaranteed by the social moral environment and social management. From those methods, we could see the characteristics of authoritarian, permeability, actual effect and peoples’force. Singapore achieved good effect in implement method of the common value, so that the national consciousness was strengthened, national moral quality was improved, the social atmosphere was in harmony and tolerant, economy developed very well, social and political environment was stable. On the other hand, there were still some limitations in the implementation methods. Specifically in the authoritarian control, value was implemented with some difficulties, and under the guidance of implementation, problems and stringent laws guarantee value under the implementation of malpractice. If drawing lessons from Singapore common value, we should consider the national conditions based on the practical principle, comprehensively think of the objective and rational principle and absorb the essence of the principle of innovation and development. The common value pursued methods of China’s implementation of the socialist core value. First, China should strengthen the guiding functions of the government to ensure the effective implementation of value. Secondly, we need strengthen the education of official morality and play the exemplary vanguard role of cadres. Thirdly, strengthening social management and create a good education environment is also important. Finally, we have to form the idea of innovative education and enrich the methods of core value.
