In the late Ming and early Qing Dynasty when the whole China was in theturbulent situation, in Tibet, the union of Dge-lugs-pa sect and Hoshot Tribe of EleutMongols overthrew the regime of Scangba, that ruled most of Tibet,and began to comeinto power. After entering Peking in1720(59thyear of Kangxi),the Qing Dynasty carriedout a policy of State and Church Separation,and used the Mongolian to manage theTibet.This policy made Qing Dynasty smoothly take over the administration of Tibetafter the Yuan and Ming Dynasty.From1727(5thyear of Yongzheng)to1750(15thyear ofQianlong),adhering to the basic rule policy of State and Church Separation, QingDynasty took a variety of measures to foster the local leaders,via whom the QingDynasty accomplished the goal of ruling Tibet,and gradually strengthened the directmanagement on the Tibet affairs. P’o-lha-nas, an active central figure in the first half ofthe18thcentury in Tibet, had cut a striking figure in the adolescence,and made greatantribution in driving the Junggar forces out of Tibet and preventing the revolt ofblo-bzang-bstan-vdzin from spreading to Tibet.After the victory of the war inCentral-Tibet, P’o-lha-nas began to take charge of Tibetan affairs and the politicalsystem of this period was called on Jun-Wang system, which is the third political systemthat the Qing Dynasty adopted in Tibet following Qosot Khan and Galoins’commonmanagement.That was a highly centralized local political system established by Tibet’ssecular aristocracy,which had a deep background of politics and military and thevital mission given by the Qing Dynasty. P’o-lha-nas made outstanding politicalachievements during the period of his working as the prime minister inTibet:Diminishing the conflicts of the internal and setting up very fruitfuladministration;Training a standing army to effectively defend against Junggar;Reducingtaxes, abolishing debt to make the society more harmonious;Carving Tripitaka andrespect the religious and rectifying the temples.He also stopped the Bhutan civilstrife,and made Bhutan enclosing the relationship stability.In spite of only20years in the power, P’o-lha-nas important position and role in Tibetan history can not beignored,which made the Tibet an local political system dominated by the Qing Dynastydevelop from Separation of State and Church to unification of the State and Church,andthe Qing Dynasty strengthen its direct influence in Tibet,laid a solid foundation of directrule instead of indirect rule in Tibet for the Qing Dynasty.Through the description ofP’o-lha-nas’ whole life and his governing Tibet,his great achievements are shown withthe development of the unified multi-ethnic country of China. P’o-lha-nas is not only aloyal and brave patriotic national hero who actively safeguarded national unity,but alsoplayed an extremely important role in the historyof governing Tibet in the QingDynasty.
