Competency model represents the combination of traits that what a person can do(skills, knowledge), what a person want to do (role positioning) and why to do it(values, quality and motivation). Competency model is the logical starting point ofhuman resource management and development theory and practice research, is theimportant basis of a series of human resource management and developmenttechnology. Human resource management based on competency model is humanresource management function based on the incumbent’s ability and quality, is tomanage, rationally use, effectively develop the incumbent’s quality resources. It’sgood to the acquisition, configuration, scientific and rational use of the talent whoorganization needs. It’s good to incumbent to play the existing ability and quality, tomine the potential ability and quality, as well as the development of the ability andquality. The competency model introduces a new entry point for the work of the HRMof University Student Village, provide a new theoretical basis and manage technologyfor the rational allocation of USV and improve the organization’s performance.On the support from subject, this paper selected the ability and quality indicatorsby the method of Literature analysis, Questionnaire, Key events analysis and thenestablished the USV competency model. Firstly, through the literature analysis, weestablished a initial ability and quality indicator system, including36qualityindicators. Secondly, we analyzed the key events and achievement carefully in the59deeds material of outstanding USV. And then, summarizing and encoding theinformation, statistics of the frequency and capacity of36quality indicators in thematerial. Extract the ability and quality indicators which the outstanding USV have,establish preliminary model. In the last, test and correct the model by the datacollected by the questionnaire, calculate the weight of each level indicators by AFP.The research results show that, from six dimensions (knowledge, skills, socialroles, self-concept, personality, motivation), the USV competency model contains22quality indicators. Respectively as: laws and regulations knowledge, publicadministration knowledge, agricultural technology professional knowledge, learningand thinking ability, innovation ability, ability to adapt, ability to collect and useinformation, problem-solving skills, clerk, entrepreneur, coordinator, organizer,self-positioning clear, sense of responsibility, affinity, positive initiative, optimisticstrong, awareness of training others, awareness of collecting information, awareness of learning, awareness of servicing.On this basis, this paper discussed the applications of the University StudentVillage competency model which based on competency model. Including theapplications: in USV recruitment, training and assessment; inspired to the schoolgeneral education; the role of national train reserve cadres.
