Study On The Present Situation And The Way To Improve The Quality Of Village Cadres In Qinghe County In Xinjiang Based On Competency Model

Under the background of more complicated rural social environment,the quality and ability of village cadres are of special significance to the construction of a new socialist countryside.Compared with the past,alt hough the quality of village cadres has obviously improved,but with the progress of the times,the quality of village cadres has been unable to meet the needs of today's society,the quality level needs to be improved.According to the principle of integrating theory with practice,this paper mainly from the following aspects of the quality of village cadres in Qinghe county are:first,through the literature analysis research status of village cadres of the method of comparative analysis of domestic and foreign scholars,lists the relevant basic theory,for subsequent investigation on the basis.This paper expounds the general situation of rural development in Qinghe,analyzes the present situation of village cadres,and makes a preliminary understanding of the quality of village cadres in Qinghe county.Second:through behavioral event interview,expert evaluation method and questionnaire survey method,combined with the actual situation of the local Qinghe county and ultimately determine the 20 competency elements of the 4 dimensions of political quality,ability quality,moral quality and the quality of the.Third:the competency model of Qinghe County,the village cadres based on the questionnaire survey analysis shows that due to the imperfect selection and training mechanism,training system,supervision system and incentive mechanism in the presence of village cadres of lower educational level,political theory is not solid;age structure is too large,low work enthusiasm;negative attitude,service consciousness is not strong;legal concept,work style is not solid and other issues.In the new requirements of the development of the times,should improve the cadres' theoretical level,enhance their own quality construction;train reserve cadres selection and appointment,broaden the channels;innovation of training content,improve training methods;improve the assessment system,strengthen the supervision mechanism four aspects to improve and perfect,establish a theory of solid,active,energetic the village cadres.This paper tries to provide the basis for the selection and management of village cadres,village cadres also conducive to constantly improve their level of political theory,leadership decision-making ideas,work ability and scientific literacy,is conducive to improve the villagers of village cadres in the work,positive enterprising spirit of solidarity,is conducive to the use of village cadres the national policy of benefiting the agriculture,to better serve the peasants,promote the harmonious development of rural society.
