Studies Of The Mobilizing Resource For Social Security By AIDS Control Grassroots NGO

AIDS control grassroots NGO is an important subject in mobilizing social security resources for AIDS-affected populations in addition to the government. This article explored the matter of mobilizing social security resources by AIDS Control Grassroots NGO which mainly contains describing the advantages, content, manner, effect and constraints, and making recommendations accordingly throw the method of participating observation, interviews, and document analysis.The paper first defined the concept of social security resources, and further defines the meaning of grassroots NGO and its mobilization of social security resources. The advantages of the mobilization are reflected in voluntary, bridge,targeted, flexible,efficient and low cost. The social security resources mobilized by AIDS control grassroots NGO can be divided into substance resources, such as human resources, material resources and financial resources, and non-substance resources,such as policy resources, cultural resources, social relations, technology, information and services and so on. The manners they mainly used are applying for project support, private mobilization, charity bazaar, using the media, self-sufficiency, the street fund-raising, getting the help of religious resources, the coalition of organizations and self-mobilization. They faced with challenges and constraints in the mobilization from both their own and the outside. The author put forward countermeasures and suggestions to improve the institutional environment and enhance their ability.This article believes that AIDS control grassroots NGO is one of the important subjects in mobilizing social security resources for AIDS-affected populations. It is an integral part of the social security system for them. Constrained by subjective and objective conditions, AIDS control grassroots NGO has not fully play its proper advantages in the reality of mobilization. It is important to properly handle the relationships with the target population, the general public, official agencies and GONGO and grassroots NGO.They are the supplying-service relationship to the target population, both competition and cooperation relationship to GONGO,raising-resourse relationship to the resource providers.
