Building China's Social Security Prevention And Control System

A Social Security Prevention and Control Network(the Network or SSPCN) is a distinctly systemic social security operation mechanism mainly aimed at preventing crime and maintaining social stability. Since the Network involves a wide range of fields and exerts profound social impact, both theorists and practitioners have explored its mode, enforcement, effectiveness, and feasibility.Since the eighteenth National People's Congress(NPC), the Network has ushered another new journey under the leadership of the new Central Committee of Communist Party of China(CPC) and the State Council. It is required that more attention be given to the jurisprudential and legal bases and legalization when building the Network, to ensure a well-organized and law-based SSPCN.This paper first looks into the basic attributes and functions of SSPCN. On this basis, it elucidates its significance to China's social security, points out three salient problems in its building, and then explains the reasons and proposes coping strategies and approaches. It also further reflects my thoughts about improving such network. The paper falls into four parts. Part One deals with the concept, attributes, functions, and significance of the network, Part Two with three problems: new types of cyber-related mass incidents, deficient Linkage Mechanism of a Prevention and Control System, and poor police-people relationship, and Part Three with causes of the problems, and solutions in terms of clearing public opinion channels, building the Linkage Mechanism, and forging police-people relationship. Part Four conveys my further reflection on improving the Network as regards streamlining security administration, third-party involvement, enhancing law-enforcement capability, and building SSPCNs of key infrastructure and industries and of township communities and public institutions.Building the Network has captured world-wide attention since it pertains to the realization of the Chinese Dream and to people's well-being. China is facing growing downward pressure on its economy under its new normal, transformation and upgrading of its industrial structure, and complex economic forms and interest relationship, when the steady progress of the society entails a reasonable and well-organized SSPCN. This paper therefore focuses on how to build in China an effective SSPCN.
