The Research On Financial Support Problem Of Our Army’s Respond To Local War Under The Background Of Informatization

With the application of information technology in the military field, information warfare will become the main way of war in the future. Comrade Hu Jintao pointed out that "information capabilities increasingly play a leading role in combat formation, and the level of military information become a key factor in affecting the military tasks and the construct of the military." In nowadays, while continuing to take China’s current economic construction as the center, to develop the national economy, and on the other hand for the reunification of the motherland, safeguarding national sovereignty and security, it is necessary to actively carry out the military readiness. Established in the context of social resources, if war breaks out, how to conduct financial security is the reality we face. Therefore, it is important to strengthen the financial security in wartime and to enrich and improve our military doctrine and finance theories. Establishing a set of military information technology financial security system is the main reason to write this paper. Currently our military is in the stage from mechanization and semi-mechanization to information technology, our military will face a local war under the condition of information technology in the future. Information warfare must depend on logistical security of financial information and financial security in future wars is becoming more increasingly prominent.Financial security capability in wartime is the financial security of military logistical preparations for military struggle and the ability to complete combat missions. And it is an important component in military combat and logistical support. Because of the extensive use of information technology and the facilities and equipment, information under the condition of wartime financial security capabilities make the traditional sense of the ability to combat financial security elements---manpower, material and financial elements, in particular material and financial elements evolve into an information technology resources, and penetrate into the various elements among the various elements and management. Information warfare must depend on logistical security of financial information and financial security in future wars is becoming more increasingly prominent.This paper mainly analyzes the current situation of our military’s finance and brings out the problems, and put forwards some suggestions according to the problems. Paper is divided into seven parts:The first part is the Introduction; second part is the basic theory of the wartime financial protection; third part is the analysis of the financial security of our military in the wartime; fourth part presents the analysis of the problems and causes; the fifth part puts forward some measures; sixth part is the conclusion and outlook.This thesis is mainly for the following research:1. According to the characteristics of the future war, we put forward the concept of financial security characteristics and laws under the background of the local information warfare.2. We generalize four basic financial tasks in the case of war, and point out the main problems according to their current situation.3. We use the cost minimization theory of war into current wartime financial forecasting model to improve it, and the overall cost of capital evaluation is an important indicator of financial mobilization. According to the current situation and background our country faced, we propose several advices about how to establish effective protection in view of the condition of our country in order to win local information warfare.The innovations are mainly:1. Based on the current military situation and financial security features, the paper proposes wartime financial security in the design of future wars based on the analysis, and conducts a comprehensive analysis of the current wartime and revises financial predictive models.2. The paper combines modern financial theory and military wartime logistics, and put forward to effective countermeasures about financial security in wartime, and provides a scientific basis for our military logistics finance construction. The paper has a certain practical significance. The deficiency is as follows:Currently, the international study about financial protection in wartime has not been carried out until after the war in Irap, and the fragmentation of research to a large extent. There has not been a mature and authoritative theory in wartime financial protection and management, so the financial security of our country lacks of a satisfactory theoretical guidance. Because of the particularity of themilitary, it is difficult to know more about the similar studies foreign armies. Therefore, this study was not very in-depth, and the practical applicability has not been tested neither.
