Media always paly an important role in the process of public crisis management,andthe implement of media rsponsibility relates to the effect of crisis management.Inprevious crisis information dissemination, the communication role of the media hasnot been fully exploited and the responsibility may not be implemented.How tostrengthen the path of media responsibility should cause us concern.At the foundation of crisis management related concepts and theoretical basisresearch,the thesis is to analize the value of information disclosureresearch and tocomplete the media functional orientation. The lack of media responsibility and itsreasons are also located which all pave way for disposing the public crisis for thegovernment, appeasing public sentiment, and then achieving social stability.This paper is divided into seven chapters. The first chapter introduces the researchstatus at home and abroad and the research methods. Through the introduction ofsimilar research at home and abroad, the basic description of the research is achived.In the second chapter, the concept of the crisis, the public crisis, public crisismanagement and public responsibility is firstly determined, and it also clears therelated concepts of public crisis management which both lay the foundation for thecreation of this paper. The following elaboration of the shock wave theory, masscommunication theories and agenda setting theory provides the theoretical basis forthe thesis writing. The third chapter analizes the value of the information disclosureincluding the principle of information disclosure, the pathways of informationdisclosure and information communication, and the need for information disclosure.Through the above analysis, we strive to maximize the effectiveness of crisisinformation dissemination. The fourth chapter makes the corresponding instructionsfor the media responsibility function orientation when it before the crisis, in the crisisand post-crisis which pave the way for further implementation of mediaresponsibility;Chapter five and six is to study the lack of crisis management and whatcause it respectively. Finally, on the basis of the last two chapter, chapter seven raisedthe path to strengthen the responsibility of the media.
