The most important international relations is India-Pakistan relations in SouthAsia, but these two countries have many conflicts on Kashmir. After India-Pakistannuclear test, the severe clash Kargil conflict broke out which nearly led to the forthgeneral war. With the active mediation of the U.S., the process of defusing conflictmade progress. Regarding Kargil conflict as the entry point, this article studies thereconciling role of the U.S. in the conflict in order to unearth the root of its policychange in South Asia and the influence it brought about on Kashmir issue,India-Pakistan relations, and the strategic layout of the U.S. in South Asia.This dissertation is divided into three parts which are introduction, the main body,and conclusion.The introduction part gives an explanation of the significance of this researchtopic introduces overseas and domestic research status and research methods.The main body has four chapters. The first chapter discusses the reasons whyKargil conflict broke out. Territory dispute caused by the issue of no delimitation ofboundary left over by history, the deteriorated bilateral relation caused by nuclearrivalry in military affairs, the deficiency of essential achievement in the Declaration ofLahore in foreign affairs, and India’s busy with the general election and out of alertare all included. At this time, having misunderstood the India military tendency,thePakistan military chose Kargil as its attach target by taking advantage of India’sengaging in the general election.The second chapter is mainly about the reconciling role of the U.S. in the processof Kargil conflict. The first part discusses the judgment of the U.S. in the preliminarystage of Kargil conflict based on historical facts. The U.S. mediated the two parties inthe nuclear test period, but it did not intervened in this stage as it was busy withKosovo War. Yet the U.S. stated its position by judging the responsible party. Thesecond part discusses the reconciling process in which the U.S. changed its balancepolicy and got involved in the worsening conflict by putting pressure on Pakistan toforce its withdrawal and placating India.The third chapter analyzes the conduct root of the reconciling role that the U.S.played in the Kargil conflict. By contrasting the policies implemented by the U.S. in kargil conflict and in the period of the end of Cold War, we can tell that theU.S.changed its policy in South Asia by practicing preferential policy to India insteadof keeping a balance between India and Pakistan. The direct and underlying causes ofthe policy changing of the U.S. are also discussed in this chapter.The forth chapter discussed the effects of the successful reconciliation of the U.S.in Kargil conflict on Kashmir issue, India and Pakistan relations and the strategy ofthe U.S. on South Asia. By elaborating the development and change of India, Pakistan,the strategy of the U.S. in South Asia and Kashmir issue, the article discusses thatIndia and Pakistan reappraised each other’s policy and thus have a relaxed relation byresorting to diplomacy. The basic position of the two parties did not change, althoughthey have compromised on Kashmir issue. And the autonomy issue of Kashmir isbecoming more and more complicated as terrorism issue mingles in. The influence ofthe United States in South has been promoted by this event. With an improvingIndia-Pakistan relations, it is easier for the U.S. to formulate its strategic layout inAsia-Pacific region,the Pacific and Indian Ocean.
