At the beginning of May1999, the Kargil War was broken out, which was the first large-scale conflict after experienced three times war between India and Pakistan. Because this is the first large-scale conflict after India and Pakistan have carried out nuclear tests since1998successively, to some extent it showed "qualitative change" for the conflict between India and Pakistan.For the international society, it feared of "nuclear domino effect" happened, so the international society paid more attention to the Kargil War. It not only asked for India and Pakistan to stop the Kargil War, but also appealed to reslove the Kargil War and "Line of Control" peacefully. For China, although it still had the border problem with India, it still took a neutral position for the Kargil War consistently and still hoped India and Pakistan resloved the Kargil War peacefully. For it knew the Cold war changed the pattern of South Asia radically and India maybe would become the next great power. For America, during the time of Kargil War, it showed obvious change in the policy, in the subcontinent region United States began to take sides in India from Pakistan. Overall, the United States still hoped the Kargil War could be stopped. For this Kargil War, the international society appealed India and Pakistan could resolve the border promble peacefully, even more emphasized the "sanctity" for the line of control. Kargil conflict was the test for the new balance between India and Pakistan after the nuclear tests in South Asia, after Pakistan obtained the power balance between India and Pakistan, the peace was maintained effectively in South Asia. At the same time, it makes possible for extraterritorial powers to stay out of the South Asia and to implement some neutral policy in South Asia.
