Earthquake prevention and disaster reduction is a high-tech featured key taskwith social and technological attributes that closely concerning China’s economic andsocial development. The scientific development of the earthquake disaster mitigation,relies on science and technology, law and regulations as well as the participation ofthe whole society, in the long run, it must rely on personnel.Human resources are the primary resource in economic and social development,as well as in the cause of earthquake prevention and disaster reduction. Humanresource is the key to the development issue of earthquake prevention and disasterreduction. The talent team construction plays a basic and strategic role during thecourse of enhancing all-round capability; driving scientific development in the fieldof earthquake prevention and disaster reduction.At present, China is at a crucial stage in achieving medium and long-termcomprehensive strategy target of disaster reduction. It is our urgent need to establish ahigh-quality team of earthquake prevention and disaster reduction throughimplementing the personnel training program to improve the work of earthquakeprevention and disaster reduction management system and operational mechanism;greatly enhance the ability of reducing earthquake disasters; raise civic awareness anddisaster mitigation skills as well as reduce economic losses and casualties.The paper proposes a peculiar pattern in talent team construction in the field ofearthquake prevention and disaster reduction, by analyzing its status quo; forecastingits directions; formulating its scientific plan. The strategic focus of talent teamconstruction is optimizing its personnel structure; forming a talent echelon,regenerating its creativity. To attain this goal we need to cultivate high-caliberpersonnel; arouse staff’s creativity; introduce urgently needed personnel; make aover-all program for personnel team development; enhance the all-round quality ofpersonnel; improve the staff’s capability; reform the personnel structure and system, improve the performance of personnel team; highlight the cultivation for the leadingfigures; make a full use of the advantage point of IDP and research institutes underCEA to establish training bases in different levels, thus to form a Three-in Oneworking pattern consisting of key field, key discipline and key area thus to promotethe talent team construction into a deeper level, broader range with higherrequirement that can adapt to the social management, public service and capabilitybuilding concerning earthquake prevention and disaster reduction.
