Earthquake prevention and disaster mitigation management is an important branch of national public safety management.It integrates seismic science and social science.It is a kind of management mode for natural disasters such as earthquakes by using the combination of administrative management,natural science and laws and regulations.Earthquake prevention and disaster reduction is not only a complex social system engineering,but also a basic special public welfare undertaking,which is closely related to the social and economic development and the safety of people's lives and property.With the rapid development of social and economic level under the new situation and the continuous improvement of people's awareness of disaster prevention,the management of earthquake prevention and disaster mitigation also has higher standards and requirements.Zhuanghe City is a county-level city under the jurisdiction of Dalian City,Liaoning Province,located in the central part of the North Yellow Sea coast,with a population of 840,000.In recent years,Zhuanghe City has been listed as the national key earthquake monitoring and defense area by China Seismological Bureau for many years.However,there is still a big gap between the management of earthquake prevention and disaster reduction in Zhuanghe City and the expectations of the people as well as the complex and changeable earthquake situation currently facing.The management ability of earthquake prevention and disaster reduction needs to be further strengthened urgently.By means of investigation,data analysis and in-depth discussion,this paper systematically studies the current situation of the management of earthquake prevention and disaster reduction in Zhuanghe City,searches and combs the monitoring network existing in the process of the management of earthquake prevention and disaster reduction in Zhuanghe City,comprehensively utilizes the knowledge of public management,aiming at strengthening the construction of the Management Department of earthquake prevention and disaster reduction,and aiming at the existing problems in Zhuanghe City at the present stage,from the aspect of earthquake prevention and disaster reduction.From the perspective of the "three patterns" of disasters,corresponding measures and suggestions are put forward respectively.
