The household registration system has a thousand years of history,which playsdifferent roles in different historical periods in China. The household registration system isnot only related to the vital interests of citizens, but also to the country’s stability anddevelopment. China’s household registration system currently in place, was formatted afterthe founding of new China, in order to adapt to the prevailing social environment and thepopulation management and statistical needs under the conditions of planned economy.Since China’s reform and opening policy in1978, all fronts and various industries andgovernmental organizations and departments at all levels have carried out drastic reforms,with the exception of the slow pace of reform of the household registration system. Theexisting household registration system has been unable to meet the needs of the currentsocial development, If you want to fundamentally solve the contradiction among thehousehold registration system, reform and development, it is necessary to find out the rootof the China’s household registration system, to analysis the development and changesassociated with all elements in order to recover the problem-solving method.This article describes the evolution of the history and development process of China’shousehold registration system, and elaborates the functions of China’s householdregistration system in a particular historical period, and the drawbacks and contradictionsreflected in today’s society. Combined with the important thought of Three Representstheory, it is imminent to use the scientific concept of development system to reform theexisting household registration system. Only by addressing this bottleneck which restrictsthe development of the socialist market economy, our political and economic structure canbe constantly improved, in order to build a harmonious society.This article is divided into six parts:The first part is an overview of China’s household registration system, whichelaborated the concept and the basic situation of the household registration system.The second part is the course of development of the new Chinese householdregistration system, which described the role played by the household registration systemin different historical periods.The third part is the deep-seated reasons for the reform of household registrationsystem, which described the problems and defects of the household registration systemThe fourth part is the thinking on promoting reform and development of China’shousehold registration system, through research and case studies to explain the ideas anddirection of reform of China’s household registration system reform.The fifth part is the revelation of the other countries’ population management, throughanalyzing the experience of developed countries’ population management to abstract theworth of some of the results from which we can learn.The sixth part is the conclusion.
