A Study On The Current Population Management Under Household Registration System Reform In Putuo District Of Shanghai

Along with the economic development of our society, the size of the population is expanding rapidly, especially the floating population. They want local integration. The traditional household registration system has been unable to contain the rapid growth of the floating population. While the pace of the household registration system is speeding up, it is still unable to meet the actual needs of the community.Based on the situation, the Shanghai police invented a new mode of population management. It establishes a multi-sectoral collaboration population management system which led by the public security organ. The new mode is a full coverage population management. It relies on the community policing management of local public security organs. It starts from the dynamic personnel of community housing and combined with the actual population registration platform, also with the domicile and residence permit registration system. The population data are analyzed and judged in order to provide professional analysis report for the government departments.In order to meet the needs of economic and social development, this article focuses on the new population management mode of Shanghai. The author conducted a large number of literature collection and analysis and statistical data analysis. The writer conducted a study of the household registration system reform and the current population management, too. Taking Putuo District of Shanghai as an example, this thesis focuses on the present situation of the current population, the current population management and the main problems of it. This paper introduces the experience of America, France, Japan and Taiwan Province of China and puts forward the following suggestions. We should establish a scientific concept of population management and learn to serve the public. We are supposed to make up for the defect of system and take the actual population management into the legal society management. We ought to improve the grassroots organization structure and try the government's purchase public service. We have to encourage the masses to participate in the management. We should also strengthen the department cooperation and enhance information sharing.
