Cultural diplomacy, as an important part of China’s overall diplomatic strategy, serves as not only a bridge and link between a country and the world in communication, but also the indispensable lubricant of exchange among countries and their people. It’s clearly stated that "it’s important to push forward public diplomacy and cultural exchanges steadily" in the18th National Congress of CPC, and NGOs play an important and irreplaceable role in China’s foreign cultural exchanges.With the further deepening of socialist democracy and accelerating administrative reform, NGOs usher in unprecedented opportunities for development. In China, people often think of foreign pressure groups or anti-government organizations when they mention NGOs, which is mainly due to the lack of a clear understanding of government and non-governmental organizations in their own building based on different conditions in different countries. This thesis proposes to improve the cultural core competitiveness, expand foreign exchange platform, advocate international reputation management(IRM), and improve communication skills, based on which it analyzes the important role of sister cities, overseas Chinese, associations and multinational corporations in cultural industry play in cultural diplomacy. With China International Culture Association as the case, the thesis makes a brief analysis and presents some thinking on how the government and the NGOs do to better play as an important role in future international exchanges.
