In The New Century Cultural Diplomacy Strategy Research In Our Country

It is pointed out in the Party’s seventeenth sessions of the sixth CCP plenaryconference that culture, economy and politics are blended together in today’s world,and plays increasingly prominent role in the competition of comprehensive nationalstrength. It shows the special status of culture in current international politics. Withthe emergence of cultural studies in international politics, more and more attentionhas been paid to it. As a strategic means, the current cultural diplomacy continues toserve the government diplomacy, economic diplomacy and other traditionaldiplomacies, at the same time shoulders important mission of the shaping of China’sinternational image in the new era, creating a good international environment andenhancing the sense of national identity. China’s cultural diplomacy is an importantcomponent of China’s foreign relations, and has an important impact on internationalrelations. China’s cultural diplomacy in the new era must start form its peacefuldevelopment strategy, as well as its foreign mechanism, diplomacy, diplomaticpersonnel， and the combination of public diplomacy to further promote China’scultural diplomacy. At the same time advocate the establishment of equal and opennew order of international civilization worldwide.Based on Marx theory as its basic guideline, the paper combined macro and microanalysis, deductive and inductive method, and multi-disciplinary research includingpolitics, history and culture. The main content of this paper consists of four parts. Thepreface introduces the paper’s research significance, current situation, trait of thoughtsand methods, and tries to show a broad understanding of the proposition of culturaldiplomacy. The first chapter briefly introduces the concept of cultural diplomacy, itsmode of operation and strategy, and reaches the conclusion that cultural diplomacyhas secret, ideological, long term and dependent features. The second chapterintroduces China’s cultural diplomacy with case examples, and analyses the course ofChina’s cultural diplomacy, its means and ways, experiences and lessons. The thirdchapter discusses contemporary Chinese comprehensive diplomacy with examples ofculture year, culture month and Confucius Institute, and reiterate China’s propositionabout the diversity of civilizations. The fourth chapter is the core chapter of this paper.It tries to propose measures and suggestions to extend China’s cultural diplomacy.Through the brief analysis of the four chapters, the author tries to elaborate the basic contents and understandings of China’s cultural diplomatic strategy.
