New Zealand has the highest level of probity in the world, which has been the fist in the the Government Defence Anti-corruption Index published by Transparency International in many years, where office of the Ombudsman plays a major role. New Zealand passed the Parliamentary Commissioner (Ombudsman) Act1962, to be the first English speaking country outside of Scandinavia to adopt the Ombudsman concept. The Ombudsman in New Zealand has established, over the course of half a century, the constitutional status and well-defined framework, which plays an important role in political arena. The basic functions of the institution are supervising the administrative activities of the executive, maintaining governmental officials to be honest and upright, protecting the interests of individual citizens. The central feature of the institution is that the investigation and association of administrative conducts would confirm the basis for proposals as to future conduct of the bureaucrats. The purpose of investigation is not only the redress of individual complaint, but prevention of future ones. Thus an Ombudsman is able to make suggestions for improving performance and better service to the citizens in the light of experience gained while investigating into public grievances. From this perspective, the characteristic way adopted by the Ombudsman has achieved remarkable results in New Zealand, which not only restricts actions of the government administration, especially plays a unique role in terms of openness and transparency of government information, but also gets widely recognized by the community and reputation. Although, there are many problems in Ombudsman, the world pays attention to its successful experiences. The New Zealand Ombudsman has effectively advertised the Ombudsman institution abroad.At present, China is in a crucial stage of political reform. There are many problems to be solved, such as repeated corruptions in the government administration, a citizen’s right to be accidentally crushed by the vast juggernaut of the government’s administrative machine, and no easy way for the ordinary citizen to gain redresses and so on, which affect the integrity of the government. Existing anti-corruption systems in China which involved the judicial process are punishment mechanism afterward. What we need is a set of warning mechanism to supervise the improper behavior of the administrative department. It is quite necessary nowadays to transplant Office of the Ombudsman.
